A new Banner has been applied

Good morning,

This suppose to be a quick note about my new Banner api!! 🎉

I have used the AlertComponent from Material UI, Airtable API to update content promptly and control by checked value, and page as well.

In the future, I might apply the control into localStorage when someone click on X button, they will not see the banner anymore or so. But I first need to research the appropriate behaviour with the banner first 🕵🏻‍♂️.
